Seawater valves - high flow and high pressure

We are designing a thruster system for a subsea tool. Each thruster operates at up to 200 bar pressure and up to 80 US gallons per minute (5 liters per second). The fluid is seawater. We're looking for proportional valves to control these thrusters, and are so far struggling to find any that are suitable. Does any one have any suggestions for a make or supplier?

If you are not situated in Europe/Scandinavia/Norway: may I suggest that you try to ask some of the more advanced subsea contractors/suppliers in Norway if they can help or give you relevant information. Some of the most advanced subsea construction in the world is done there.
