Ok i cant move the circle but it shows as not being fully defend i cant add any relation's they over define the sketch so what do i do thanks

Select the circle and the Top Plane and add a parallel constraint.

Even though the circle was drawn while being parallel to the Top Plane (or in the X-Z mode), the constraint isn't automatically added. I don't know if that is intended or a bug.

Not defined because it's in a 3d sketch. If it were based on a plane it would have been fully defined at that point (coincident center and radius).
