Fastener's Black Book is not exhaustive, but it does contain a fair bit of information on imperial as well as ANS, ISO, and DIN metric fasteners.  I believe it provides some good torque recommendations for ISO.

It is better to have enough ideas for some of them to be wrong, than to be always right by having no ideas at all.
