IS INTERNAL RF PADS WILL BE PROVIDED FOR NOZZLES TO WITH STAND NOZZLE LOADS.IF YES API 650 ACCEPT THAT THEN HOW TO PROVIDE. OR ANY OTHER METHODS AVAILABLE.

Sorry, but API-650 makes no provisions to allow internal repads.  You could use a thicker plate inserted into the shell, as thick as the proposed repad plus the shell thickness.  The edges have to be lathe-turned [or ground down] to match the shell thickness.

API is silent on this issue and as such neither encourages nor discourages the use of reinforcing plates on the inside of the tank.  Aside from the issue of being able to inspect a repad on the inside I see no problem of using one.
