For one of our project we have supply Bolts as per ASTM A394-08 , but having diameter = 16 millimeter. ASTM A394-08 refer to ANSI/ASME B18.2.1 for inch dimensions. Which is the equivalent code of B18.2.1 with metric dimension ?

As per ASTM A394-08 Thread length = 1.25 " for 5/8" Dia bolts , while as per B.18.2.1 it is 1.5" . Why ?

Thanks

RE: ANSI/ASME B18.2.1 Metric vesion code

IIRC the thread length is limited in A394 because they want to exclude the threads from the shear plane.  In the tower world we don't count on the bolts being tight to transfer the load through friction, only through shear through the bolt shank.
