Dear All

In step 8 of procedure No. 3-3 of Dennis Moss pressure vessel handbook , it has been written as below:
 
  "Step 8: If the procedure is based on a horizontal seismic
  factor, Ch , this factor shall be as follows: Ch=V/Wo"

there is no reference regarding to Ch, can anybody explain what does Ch refer to?

It is the horizontal seismic factor, have a look at section 3-4. It is basically just an acceleration, which multiplied by the weight gives you the seismic shear force.
