On a pressure vessel under ASME code, material A516 gr 60, hot spots for correcting some local deformation are allowed?

You mean using controlled heating to move material into shape to reduce distortion. Yes, it is allowed provided you have some type of procedure to control this process and you have some type of surface NDT performed to ensure no defects from this operation. I would also make sure you have portable hardness testing performed as part of your QC.
