Hello,
I need your help for drilling AISI 304L.
The holes diameter is 0.0310" ± 0.0030" and the holes depth is about 0.9100".
I found a tool of Walter which has a spiral length of 0.98" and total length of 1.81".
Walter catalog number is A1511-0.8
The questions are:
1.    Is it possible to make this hole using Walter tool?
2.    What is the cutting data I should use?
3.    What is the machining strategy?
4.    Should I use more tools with different diameters in order to get this hole?

30:1 L/D less than 1 mm diameter in 304L?  If I took that design to my shop they would laugh me out of there.  I think your best option is to go to a laser drilling house.  One other option is ram EDM.  

If you only need 1 and can afford to scrap 9 then maybe you could get lucky and drill it.

I used to do a lot of this type of drilling for fiber dies.  By the time you get the bits, make a half-dozen bad parts with broken drills halfway through, etc., you could afford to get it done by EDM.

I used to do a LOT of deep hole drilling when engaged in the manufacture of hydralic valve bodies.  Exceeding 30:1 is not an issue when using deep hole canned cycles and you are using correctly aimed coolant flush to clear the drillings from the hole each time the bit is retracted.  304 series machines beautifully as long as you don't work harden it.  Re-cutting of chips and excessive chip compaction in the flutes are the #1 causes of drill breakage in this situation.

Holding +/- 0.003 might be a different story, but with a good drill, it is possible.

I'd try it before giving someone a firm quote or cementing the design.

I would question the vendor on why he needs such a small hole
so deep. What is the .031 hole used for?  Can it be counterbored
part way and then drilled thru.

it is possible with peck drilling, but i'd look into edm sinker's getting it done.

your best bet of trying to drill it and avoid having 10 scrap parts is to buy 10 scrap drills and use high speed, low-low-low feed.
