Can somebody share a reference manual for crude column relief load calculation procedure for differnt scenarios?

API-521 is an excellent guide, and I consider it an essential reference document for all relief designers. It will give you the high level guidance you need, but it doesn't have a cook-book detailed procedure. Each real-world case has some unique differences, so no guidance document can be highly specific.
