How to model API-12F (Oil Storage) Tank Tops, Sheet Metal

I was wondering if any one has some sheet metal design experience regarding api 12f storage tank tops.Attached is a flat layout that we cut our tops from. when you cut these tops and lay them out on the table with a 1/12 slop they work perfect. i i can not get my solid works model to match. when i layout my working solid works model in the flat it could out to big them they go to weld the to half's together.
has any one else had this problem?

Sorry about my first post. my two year old must have re written it for me. although it is kind of a confusing topic any ways

I created the cone but I can't get it to turn into a sheet metal part. Hopefully some sheet metal person comes this way?

Use the Lofted Bend tool to create the part as Sheet Metal, or do a Revolve and use the Insert Bends tool with one of the sloping edges selected as the Fixed Edge.

I have tried both of those tools and neither produce the real world result. I don't know enough about sheet metal to know about bend factors and such. if i try to follow the dimensions in the flat it does not fit with the other half. if i try to make the two half's fit in the cone then it is to big in the flat.
Thanks to everyone in share the frustration. I have noticed that this website has the best help on solid works so i know i am asking the right people.
