We have an API 650 tank of 8m diameter and 9m heigh which is equipped with internal pipe running on the bottom of the tank with holes and flowing air as means for mixing the fluid in the tank.

well it's actually a means to prevent excessive sedimentation on the bottom o f the tank since the content of the tank is sludge. the air pressure is 4 Kg/cm2g with flowrate of 3.8m3/min.

currently we are facing with vibration problem, we suspect the cause is the mixing air which creates some kind of sloshing effect in the tank. we have measured the vibration of nearby rotating equipment and are sure they are not the cause.

assuming that we can not eliminate or lower the vibration, the real question is: are there any criteria for acceptance for vibration on a storage tank? API 650 says nothing about this. we are planning to take vibration measurement on several location with several liquid level condition and do a FEA to assure that there will be no fatigue failure on the tank with this vibrating condition

Sorry, no criteria that I know of.  FEA would be my first choice, also.  Worry about the shell-to-floor 'chime' area for fatigue.
