FAbricated Elbow according to AWWA

FAbricated Elbow according to AWWA

FAbricated Elbow according to AWWA

(OP)
Accordıng to AWWA c208 standard, the deflections in the pipe aligment more than 5 degree must be settled with a fabricated elbow.
My main problem is regarding the angles up to 22.5 degrees.
Because when an elbow is fabricated in a workshop, I will have 3 welding joints along the pipeline(1 shop weld joint and 2 field weld joint)
As an alternative; instead of manufacturing this elbow in the workshop; I can cut miter for the two consecutive pipe(for 22.5 degree angle; 11.25 degree miter is on one pipe and 11.25 degree miter is on other pipe)
Actually geometrically I have the same shape for field manufactured or shop manufactured elbow. I have 2 less joint when it is done in field.
However my inspector opposes to this issue, Even in the standard it is clearly stated that field joints.
I can not find any supportive document.
Please advice what is the industrial practice?
