Now if you have a client specification that requires the orientation to be considered which is pretty standard, then that is pretty much explained in the link to the other thread.
Just remember that the design of the entire vessel has to be fulfilled. So while the design at the utmost top of the vessel may be satisfied for the hydro pressure, you also need to check that this pressure plus they hydro head of the test medium satisfies the requirements at the utmost bottom of the vessel.
As for the the required tangential or hoops stress, that is the value at which your material is stressed beyond the limits that you require. As you note the fundamental equations of stress and strain, I'm assuming you are not actually designing to a code. So the stress can be up to yield or ultimate depending on your application. Just remember to put in that factor of safety which was used in uni, but nowadays we don't use such a value as it is incorporated into our 'allowables' when working with codes/standards.
