Nothing is free in this world. Invest in the Estimator's Manual by Page & Nation. Alternatively join an engineering institution and they will have an engineering library and no doubt the book will be available to you there as an electronic version.

You can probably pick up an older hard copy of one of the RS Means Guides for a low price.  Usually, productivity rates won't change much...just the cost of labor and cost of materials.  You must buy the software for their digital guides...it is by subscription and is a little picky as to how it works from year-to-year.  I try to buy it every year so that I don't have problems with it when I need it.  I don't use it often, but when I need it...I need it now.

If you are "estimating" for engineering purposes, keep in mind that you should be providing an engineering opinion of cost, not an estimate of cost...there's a difference and you need to know that.  Leave the estimate of cost to a contractor.

If you are estimating for a contractor, historical data from that contractor will be your best source of productivity data.  The Means estimates and others (Walker, etc.) will be conservative on crew size and labor productivity.

Productivity is also affected by world/local economic conditions, quality of supervision, working conditions, country, taxes, skills of tradesmen, pay/incentives, industrial relations etc etc.
