Go to the Florida Public Service Commission website.  They regulate all utilities in the state.

Here's a link to their search page...should be able to bring up all of the regulated group...

As a rule, electric coop's are not regulated by the State but more by the Federal Government.  I work for an electric cooperative in Northern Minnesota and each State has what they call a State-Wide Association listing all of the coop's.  Google something like Florida Electric Cooperative Association?  Hopefully this will help find all the coop's in Florida.
