Does a welding performance qualification test performed with ER 70S-3 on CS Group I qualify that welder to weld with ER 80S-Ni1 on CS (Group III).

As long as the F number isn't affected, AWS D1.1 allows the change in filler metal strength. Since the F number of GMAW electrode isn't listed in D1.1, it is permitted. However, a change in transfer mode from spray to short circuiting is not permitted without requalification.

A quick review of Table 4.12 in AWS D1.1-2010 suold be helpful.

If qualifying to 2010 edition, they'd be qualified.  

If qualifying to some older editions per a project requirement, e.g. 2000, there are stipulations surrounding A5 approved combinations of shielding mediums and electrodes that complicate things, but can still be circumvented.
