We are welding 3/8" 516-70 plate using lincoln L61/860 wire/flux combination and it must pass impacts at -35F. The testing results we are getting are borderline at best and I was wondering if anyone had any tips to improve impact results on such thin material. Bevel prep speed etc. Is there any good documentation available that explains how impacts can be affected by settings.

The L61/860 wire/flux combination is intended for multipass welding, where it probably would give acceptable Cv results.  I presume you are doing this weld with a single pass; also you don't say how rusty the plate is.  Playing with parameters won't buy you much (other than a disgruntled welder pulled away from production).  

You need to consult with Lincoln for a suitable combination.

L61/860 is an F7A2 so you're pushing it at -35F.  There's a lot of options but I've had good success with LA71/880M at temperatures much colder than -35F.  Depending on what info from Lincoln you're using, it's either classified as F7A6 / P6  or F7A8 / P8.

Thank you both. I have used the LA71/880M combination for thicker welds at much lower temp but never used it for a two pass on thin material. I have contacted Lincoln as well to see if they have any suggestions.
