All, this was a poorly expressed question on my part, hurried at the end of a hurried day. Chris, you are correct, and ASME states this very fact in the standard. Thank you.

The company I work for has standardized it's processes as part of a successful ISO registration. Our engineering department does not currently conform to an industry recognized standard for our drawings. We are primarily a contract fabricator but we are beginning to perform design work for our own products and for other companies.

For those of you who have been involved in the development of an internal drawing standard, I would appreciate your suggestions as we create or adopt a drawing standard.

I prefer to say that we follow Global Engineering's Drawing Requirements Manual, and have a guide that we have written that takes exception to any parts of it that do not apply to us, or that we deviate from. The DRM is covers just about everything across the spectrum of drawing requirements

The latest 11th edition of DRM came out in 2008, which means it's unfortunately missing important latest revisions.

Few years ago I would recommend Genium drafting manual, as it comes out in a binder and is continuously updated. Ironically they didn't release any updates since 2008 either.

Corporate addendums for GD&T, drafting, standardized installations, etc. can be very helpful but if you go too far, they can also hamstring you.  Just a caveat.  
I'm checking on the status of Y14.100 with the committee chair.
