Frying Pan
Frying Pan
(OP)
Is this the same as a blank with flange pattern holes & a handle? One would put it between two flanges.

but do they weight the say?
It is a capital mistake to theorise before one has data. Insensibly one begins to twist facts to suit theories, instead of theories to suit facts. (Sherlock Holmes - A Scandal in Bohemia.)

Where I work, somebody designed an electronic device they called a roach motel. I hope this never got shipped to a customer.
Perhaps the people where you are need a little more discipline when it comes to device naming.

I'm not.
A frying pan is what I use to cook bacon and eggs. I have never seen a frying panel with flange pattern holes, and I cannot imagine bolting it to the stove.
A very long time ago, I complained to an engineer about sloppy terminology, and he told me about searching through a plant for a resin dewaterer. All he got was blank stares when he asked about it. It turned out everyone called it a bird bath.
You are describing something called, by someone, a frying pan, that appears to be something else. Actually, if it was you who named it a frying pan, you would know what it really was, and you would not have posted.
Sometimes, you need to develop the habit of staring blankly and stupidly at people when they use silly nicknames for stuff that you and your co-workers need to understand.

Why not skillet or griddle.
Oh, and if your company is into off shoring to Asia then surely it would have to be wok?

These are sometimes used as to stop flow or are supplied blank for the orifice to be machined later.
Line spade and spacer?
Here is a blank without the bolt circle:
These are drilled and include the bolt circle:
