Does anyone test cast-in-place concrete stormwater retention/detention vaults for leakage?

Per our state department of transportation standard specifications, catch basins are to be "water tight".  Placement of concrete for structures (e.g. large underground stormwater vault)"...shall leave a compact, dense and impervious concrete...".

Making a concrete structure water tight is no easy task and even AWWA standards for water reservoirs allow for some leakage. A stormwater vault is not the same as a water reservoir so those standards seem inappropriate.

generally no leak testing done here for any stormwater pipes or structures.
