Calling for some help!!

Chapter 1 section 300(c)(2) of ASME B31.3-2010 Process Piping states

'This Code is not intended to apply to the operation, examination, inspection, testing, maintenance, or repair of piping that has been placed in service. The provisions of this code may optionally be applied for those purposes, although other considerations may also be necessary'

However I have been ask to look in to Repair of in service pipe work. Now I am looking at two standards these are.

•    ASME PCC-2-2011 Repair of Pressure Equipment and piping
•    API 570 Piping Inspection Code- In-service Inspection, Rating, Repair, and Alteration of Piping Systems

The Standard that is used seems to API 570 and is this one that I should be looking at first , and is the ASME standard a New Standard to take on API 570?

You are correct, as soon as your line is wetted with product, B31.3 is no longer applicable.

All you have to do is "declare" for either PCC-2-2011 or API-570 in your Company Procedures/Specifications.  I strongly prefer API-570, and 570 gives evaluation and testing requirements, including intervals, for Inspection of In-Service pipe systems.  

IMHO, PCC-2 is a 'catchup' spec by ASME, having been embarassed by API being the only vaible code/spec avalable for on-stream piping.
