I forgot to say, my field of activity is "Transmission and Distribution" (specifically: power quality).

I'm partial to IEEE Spectrum but it's not speciffically targetted to power quality issues.

The Institution of Engineering and Technology - The IET (www.theiet.org) also produces an excellent magazine. Like IEEE Spectrum, it's general, but many of the topics are power related.
