We are welding A516-70 plate for a vessel that will be exposed to sour service according to NACE MR 0103. The client required to qualify the welding procedure with HIC test accordding to NACE TM0284.He has the same requirement  for the filler materials.
I have to do these tests required by the client?

If they were stipulated in the contract documents, and were agreed to in taking the job, then it is a straightforward 'yes'.  It is a little excessive to do these tests on plate that should have already been HIC tested, and certainly a waste of time on filler materials. However, the customer is always right!

You realize HIC cannot possibly occur in (any) filler metal : only in wrought (rolled) steel.
