So, I've always specified welds assuming that 6mm (1/4") welds were the largest size fillet welds that can be done in a single pass (Shielded Metal Arc Welding/Stick welding).  But, since, I've gotten some conflicting information.

Yesterday I looked into it and found that the AWS D1.1 Code gives maximums varying from 8mm to 12mm (5/16" to 1/2") depending on the position of the weld.  However the CSA W59 code (Canadian code, the 1989/1998 version) still notes that welds up to 1/4" in size may be made with a single pass.

Is anyone aware of why the CSA code, or why any code, would give a lower maximum?  As well I am unable to confirm if the 2008 CSA code has revised the maximum to be in line with the American code.  If anyone has access to the newer code and can confirm, please do.

Is there a Table 10-1 in the version you have?  It's been a long time since I last used W59 but, in the 1982 Ed. on page 63 table 10-1 shows Max one pass fillets as 3/8" for 1F, 5/16" for 2F & 4F, and 1/2" for 3F. ( SMAW process)  It also restricts electrode diameter.
The paragraph you're referencing is similar to that in Section 5 of the '82 Ed. which is for specific applications involving weathering steels.

Yep.  It does have that table, I missed it.  And it appears to match the American code.  I guess the 1/4" maximum is just a myth...
