How do you correctly display a diameter dimension in a view [say like a detail view] where neither the opposite projected line/surface nor the center line are visible?

I have used a double arrowhead to get the point across.
I have no idea if that's standards-compliant.

You don't.

Put the dimension where the feature being dimensioned is unambiguously shown.

double arrowhead or a jogged arrow are accepted, though as Mint says, better to use an unambiguous detail even if you have to add an extra view just for that one detail.
