Greetings,
I am trying to make a circuit that converts an analog pulse 0-4.5 volts sinusoidal (0- 3600 pulses per minute) to a voltage 0- x signal.   Take that voltage signal and use that to proportionally amplify a 0-2.5volt signal to 0-5 volts.  

Could anyone recommend a circuit to accomplish this?

By the time you get through buying and tuning all the analog components, it will be cheaper to use a microntroller with two analog inputs and one analog output.

For the 0-3600 ppm input, since all you care about is the edge rate, you could just use a digital input for that instead of one of the analog inputs.  If the signal is at all noisy, you may need to add a Schmitt trigger or debounce it in software.

I am a fairly savy aerospace and mechanical engineer.  I can program and learn languages as required. Understand basic circuits and power electronics.   Have worked on plcs to a very limited extent.

Further previous post: but if your sine signal change amplitude with constanr frequency, than you need peak detector.
