If we have a transformer that takes 600 volt down to 240 volt, 1 ph 60Hz, is there any issue running a 230 volt device, 1 ph, 60 Hz?  I have been told a "rule of thumb" is +/-10% is fine.

Any help would be greatly appreciated

No problem.  The nominal system voltage is higher than the standard equipment voltage rating to allow for voltage drop in the plant distribution system, but if there is no voltage drop, the equipment can handle the higher voltage.

Generally, there is no problem. As you said, most devices can handle supply voltage variation of +/-10%. You can also look at the allowable input voltage range of the equipment.

In North America it is common practice to run 230 Volt rated motors  on nominal 240 Volt systems.
Standard motor voltage ratings are multiples of 115 Volts.
Standard system voltage ratings are multiples of 120 Volts.
