ABUTMENTS-AASHTO SEISMIC ZONE 1

(OP)
I have a 4 span pedestrain bridge with 20 ft tall retaining wall abutments at the ends. From what I read from AASHTO, seismic analysis is not required per table 4.7.4.3.1-1 of the LRFD. The seismic that I would get if it was required would have a significant affect on the abutment design, the longitudinal seismic from the bridges is 77 kips plus the seismic on the abutment and retained soil itelf.

I want to make sure the intent in AASHTO is you can ignore the seismic on the bridge foundations themselves and not just any affect the seismic has on the individual bridge segments.
