I am experimenting with negative pressure. I am trying to lower the inlet pressure over a surface in an open system. What type of centrifugal, crossflow, or fan and size would I need to attain have high velocities at the inlet?

Can you give us a lot more information?  A diagram with sizes of your system would be a big help...

You  may do better finding an Engineer who understands fans and ventilation.
You have given no information that helps with the problem.
