Why must the welding inter-pass temperature (in this case 400 - 600 degrees) be maintained if the service temperature is 2600 degrees?

2600 deg F service temperature???? You have melting occurring at this temperature for most ferrous materials.

The question is too vague.  Start with material grade and thickness.
