I have a drawing of that calls out the following material. Can someone explain to me in English what this material is?
In German:
Din En 10139 - OC04 + LC - MA - RM
Beschichlung: Din 50962 - Fe/ZnFe  0.5-3 A
Disp
In English:
ASTM: A620;  JIS G3141 SPCEN
Coating Din 50962 - Fe/ZnFe 0.5 - 3 A

This material is for a part called a magnet yoke and it looks like a bushing.

The correct designation is DC04 according to DIN EN 10139.  The +LC means that it is lightly skin passed (temper rolled is the term used in North America).  MA means that it has a bright, metallically clean surface with some pitting grooves & scratches permitted.  RM means that it has a matte finish, with surface roughness of 0.6 μm < Ra < 1.8 μm.

DIN 50962 specifies zinc and zinc alloy coatings, with the Fe/ZnFe designation indicating a zinc-iron coating.  The 0.5-3 indicates that the mass % of iron in the coating is 0.5-3%.  There should be another numeral to indicate the coating thickness in μm, e.g. 5, 8, or 12.

Also, while ASTM A620 used to be the correct North American equivalent to DIN EN 10139, it has been superceded by ASTM A1008/A1008M.  The grade is called DS Type A or DS Type B.
