The only reference in section 8 div 1 appears in UG39(c)(3).
This is my case
1-The opening is > 1/2 short span
2-The opening is not central on the plate
3-I may have two openings on the plate

If I decide to use appendix 14, is it the right analysis for this situation.Is this covered elsewhere in the code.

Registration authorities in Alberta Canada want to see some FEA. How does one validate the results of FEA.

App.14 is for circular heads with a large circular opening, that are calculated similarly to a ring flange: I'm afraid this is quite far from your condition.
To interpret the results of FEA normally Div.2 is adopted (with allowables per Div.1).
