According to Section VIII for the definition of boundary length 'L' in UG-28, must I include 1/3 depth of head for a spherical head? I believe you do not but I cannot find anything definitive. Can anyone direct me?

The ASME BPVC is meant to be a code, not an optional cooking book with more or less salt to taste. I assume that in your country, you have to follow the standards and the law as they are, not by personal interpretation. As such, you better believe that the ASME code requirements should be followed to the letter. Yes, you read again the clause UG-28 and associated figures, there is no special clause for spherical heads, you must include the 1/3 depth from the tangent line (not from the weld line) in the 'L' calculation.
