Hi Guys, have a project where will be welding to existing W 12x190 column. Has a 1 3/4" thick flange. Will welding require preheat?

Do it anyway, even if the rules don't require it.  Not less than 225°F for carbon steel.  Are you butt welding two ends together, or just an attachment?  (Because preheating is not just for heat-affected zones.)

brimstoner, will be attaching 5/16" or 3/8" thick connection angles to flange, no butt welding.

Yes, I would locally preheat to 200 deg F.
