Hi guys,  have a project where will be welding to flange of existing W 12x190 column. Has a flange thickness of 1 3/4". Will that welding require preheat?

Most likely yes.
See AWS D1.1. Chapter 3

Before you get started, you need to ask: What grade of steel?  If you don't know, assume the worst (higher grade / category).

D1.1 'generic' preheat = 150°F at 1.5", and 225° at 2.5".

drawings are dated 1982. no specs available but general notes say A36. Hopefully specs and notes agreed. Have seen before where they didn't.

Avoid double posting the same question in different forums.  If you can't resist, note the other forums you've posted your question in.

Whether A36, A572-50, or A992, preheat is required.  Depending on the welding process and material grade the preheat is 150*-225*.  If you are not sure the material grade I suggest the higher preheat/interpass temperature minimum.
