By technical specification , cables of secondary terminals of 15kV - current transformers are installed in rigid metal conduit,
to connect to panelboard.
Special 600V-flux somator Current Transformers are installed inside 15kV-segregated busbar. Manufacture suggest adopt rigid PVC conduit , instead of rigid metal conduit.

Or maybe the bus duct supplier is concerned about induced circulating currents in the metallic conduit.
If it is isophase bus, PVC conduit is recommended to minimize stray ground return paths.

I guess problem is associated with 600V CT inside 15kV busbar

Thank you for your feedback. It was the beginning for my investigations.
IPB Manufacturer practice:
Construction of IPB are with continuous enclosure. At both ends the three phases of enclosures are shorted cancelling the currents.These IPBs are isolated from the supporting metallic structure or the ground. Earthing is done at both ends after the interphase shorting.
They prefer to use PVC insulating conduits just to avoid multiple grounding points.
In the case of galvanized steel conduit is practice insulates them from the enclosures through an insulating sleeve to prevent the movement of currents and creating other grounding points.
