i have a 3hp baldor single phase motor which i would like to use
to power a 13" colchester lathe, but the motor is too rough(vibrates)
the motor is new and smoothes out immediately when the power is cut off.
Is there anything that can be done to reduce this vibration/roughness, or is it just a charactaristic of single phase motors?

It could be as simple as a problem with starting or run caps or a centrifugal start switch. Make sure you've got all that stuff connected correctly first. But like Bill says, return it if you can. Its not worth your time to diagnose problems until they refuse to swap it for a good one.
