I am the N-Cert holder for a class 1 component (a replacement for an identical component designed in the 1970's). If there are no deviations or changes in construction documents and the component is built within the drawing tolerances, will the original stress report suffice? Or will a new stress report (or addenda) need to be generated to reconcile the new valves with the stress report written 30 years ago per NCA-3554?

In my opinion you will require a new stress report. This is for the following reasons:
- You may be (legally) prohibited from manufacturing to the original code of construction (1970's). New code editions and addenda become manditory 6 months after publication.
- NBIC has 30 year limits on repair or alteration to the current code of construction*.
*I ran across this on a 1954 vessel. It was a little bit difficult to obtain a copy of the 1954 code to alter it "to the original code of construction" per the AI's request.
