Per ACI 318-08 Table 4.3.1, for exposure class F1, F2 and F3, min. f'c is 4500 psi. Can exterior concrete wall footings (extended below the frost depth), interior concrete footings and slab on grade (not a parking garage) be classified as F0 and specify only a min. f'c 2500 psi? Would appreciate your help.

If freeze thaw cycles do not occur and the other three exposure categories aren't applicable then you fall at the "0" level for each and can use a minimum f'c of 2,500 psi unless required to use a higher strength per 1.1.1 or 5.3.
