Does anyone know the requirements in grounding Slurry Storage Basins? The slurry is composed of Oil, Water, and solids that are produced from cleaning Oil Tanks. The basin is roughly 80'L and slopes down to 10', is concrete with fixed metal handrails on the sides and removable handrail in front for trucks backup and dump. Do I need UFER grounding? Can I just clamp the handrails to a ground well that I plan to place in the 4 corners of the basin? Do I need to place a designated grounding for the truck to connect to ground onto?

NEC art 682.33 "Equipotential Planes and Bonding of Equipotential Planes" requires :
"An equipotential plane shall be installed where required in this section to mitigate step and touch voltages at electrical equipment."
This could be made by embedded conductors in the concrete .Using the rebar for this is a good idea using a minimum 1/2" diameter for main rebar [around] and as a connector to outdoor grounding electrode .
The main grounding rebar has to be welded [at least 1 inch length weld] where it is necessary. The foundation grounding has to be bonded to the system grounding.
