As of now we are creating a flag note with one decimal place but how to create or insert a flag note with two decimal places as shown in the attachment.

That being said, it appears that whoever DID create it assumed that there would be no more than 9 'flags on any one drawing (10 if you start with 0). Get whoever did the current one to create for you an additional one which will allow 2 places instead of just 1.

I thing your assumption is right, but i need some info to confirm the same as well as to develop the same.
Could you please help me to know the following
1. how to open and edit .sbf file
2. How to create a new .sbf file
3. How to create a symbol and add that one into existing .sbf file
Kindly help us to have two dicimal flag notes.

However, since you're using NX 7.5, you may wish to create these as 'Custom Symbols' instead.
While 'User Defined Symbols' are still supported (even in NX 8.0), their days are numbered...
