"x-x" looks like a section description
but all the numbers are the same except for the first one ???

You seem to be missing the actual drawing, plus the setup info from the digitizer or cmm that may have produced this data.

It is better to have enough ideas for some of them to be wrong, than to be always right by having no ideas at all.

I can't tell what format that is in, does not seem to be X,Y pairs or X,Y,Z spacial data.  It's not any CAD interchange format I recognize like DXF, STEP or a neutral file.  You're going to have to provide more info.
