Controlling evaporative cooling

Controlling evaporative cooling

(OP)
I'm in the northeast so don't have much experience with evap coolers.

To conserve water and control humidity, I want to cool enough to hit the required dry-bulb temperature only and not over saturate the air. What types of control strategies are available?

Can reducing water flow over the pad provide fast & accurate control, or have two spray nozzles and shut one off. Bypass air around the pad seems only sure solution, but require additional space. Thanks.
