1-Is it OK?
- bus running refers to system bus
- bus incoming refers to generator bus

2- phase-to-phase voltage synchronization is best than
phase-to-neutral voltage synchronization ?

RE: synchronization: 2 questions

1. Yes, incoming = generator is the "usual" description, but there are exceptions.

2.  I prefer Phase-Phase voltages with both running and incoming voltages derived from voltage trsnformers with grounded secondary circuits to prevent floating voltages.  Line-neutral also works.  

It is best to monitor the voltages to the synchronizer or synch scope with either voltmeters or a synch check relay with uner/over voltage elements to detect fuse or VT failure that may give false synch voltages.

Search sycnhronizing on this site. Thre have been a lot of dicsussions on the various methods pros/cons.
