What is the minimum temperature that ISO 4014 GR 8.8 bolts can be used?

There is no definitive minimum use temperature.  ISO 898-1 requires a minimum of 27 J from a Charpy impact test at a test temperature of −20 °C.  This means that the material is still quite ductile, with little chance of brittle fracture.  Depending on the exact chemical composition and thermomechanical processing history, it may be possible to have in the range of 27-54 J at temperatures as low as −70 °C.
