In rereading A10.9 (1997) researching another topic, I found that 6.2.4 reads "Safety of the concrete structure shall be determined in accordance with ANSI/ACI 318 with a load factor no less than 1 to 3 being used on the construction loads."

I find the phrase "...load factor no less than 1 to 3..." makes no sense.  How can you have 'a load factor factor no less than' having a range of '1 to 3'?

It is my strong opinion that the sentence should read "Safety of the concrete structure shall be determined in accordance with ANSI/ACI 318 with a load factor no less than 1.3 being used on the construction loads."

Unfortunately I no longer have a copy of the earlier version of A10.9 to compare against.

Can anyone help?
