Thanks David,
have you used sel-351s for SER. I am trying to see the response of the relay to trip low frequency setting point. ie: if I set the low frequency trip at 59.0Hz I got it to trip but I was not sure at what frequency did it trip? (59.1 or 58.99) can I use SER to see the actual trip? if yes how?

The SER will tell you precisely when it tripped and when the 81 element operated, but it won't tell you what the frequency was.  

The frequency is reported every 1/4 or 1/16 cycle in the standard event report.  You could trigger an event report with an 81D relay word bit.

If you are trying to test frequency response, you need to gradually vary the frequency rather than step changes. The relay may not respond well to a frequency step change as a step change will never happen in the real world. The relay may decide it is seeing bad data and not respond to the frequency until it is sufficiently stable.
