How could I have a dimensioning callout for a part that required 3D machining technic?  I am a Solidworks user.

Are you saying you want to use Model Based Definition - i.e. instead of a fully dimensioned drawing some or all nominal geometric form data, and potentially even tolerancing, is done from the 3D model?

There have been various threads on this, you may be able to find something of use.  General consensus seems to be that even though some big boys in aerospace & defense do it, and force it on their supply chain, there are still a good few kinks to work out.

ASME Y14.41 is the relevant US specification, although it's more about telling CAD companies what their product needs to do than being a guide for actual designers & engineers.

If this is a Solid Works specific question I suggest you ask in that forum instead, if this is a drafting standards type question I suggest you look in the Drafting Standards, GD&T & Tolerance Analysis forum.
