I have a customer that sent a stp file and when importing this file into solidworks the model is not to scale.  How do I get
solidworks to make the model the correct size?  The scale option
is grayed out when I go to it.

I don't know why the Scale tool would be greyed out.

As kellnerp alluded to, the export and import options have to be set to match the units and scale required.

Can you post the STP file here?

It's a large file, and also it's an assembly model if that makes
a difference.

That makes a big difference. The Scale tool only works for parts.

That's what I figured, so I called the customer and asked, they are never happy to help.  But in the end they did.
