i need a fast electrical pneumatic actuator for helium gas operation. Valve opening speed should be less than 1 miliseconds. Where can i get these kinda valve from the market? Expensive ?

Could you provide more information.

Is the helium driving the actuator or is it the process medium in the valve?

I think if you explain your requirements to the valve manufacturer he will be able to help you with your selection.  However the speed you require will be based on the valve operating parameters and for this the valve manufacturer will need to know exactly what the process media is doing.

I don't know of any actuator that can open even a very small valve (you didn't say what size) in only 1 mS.  Your only option for extremely fast opening is a pyro valve.  This is a ruputure disk with a small explosive charge that is fired electrically to burst the disk.  They are all custom designed units, typically used in aerospace applications, are expensive, and are a one use then throw it away item.

Given you have a High voltage source it can be done, however, flow rate, pressure, size limitation etc are important factors.

What is the thrust / torque requirement?
Do you need spring return or double acting?
